Actually it is not a plane, but vessel, so called "ecranoplan"
It using the "bodeneffect" (i dont know the word in english) and flys some 1-5m over the water-surfase with some 500km/h.
The russians were testing couple of thos prototypes on the Kaspian See back in 70s-80s, but than canselled the programm.

It´s called Ground Effect and is explained in Wikipedia:
